Mr. R. C. Lee.
As arranged Mr. Lee called on the Secretary of State this afternoon.
During the conversation which was in general terms, Mr. Lee made one or two points which it may be worth recording. First he said that he and Dr. Rodrigues had considered asking the Secretary of State to consider an extension to Sir Robert Black's Governorship. This had been a few days before the announcement about the appointment of a new Governor but they were very pleased to learn that Sir David Trench was returning to Hong Kong. Mr. Lee thought that Sir David would be a very popular Governor. Secondly Mr. Lee said that some of the Hong Kong members had been discussing a possible enlargement of the Legislative Council and had it in mind to make proposals on this subject to the new Governor. Mr. Lee said his idea, which he had put forward successfully a couple of years ago, was that various professional groups (lawyers, accountants, engineers, etc.) should be invited to put forward a panel of names from which the Governor would make appointments to the Legislature. Mr. Lee thought that each group might put forward three names but that any persons appointed would be chosen on their own individual merit and not as a representative of a group. The Secretary of State said that he would not express a view on Mr. Lee's ideas but encourage him to put them before the new Governor.
Incidentally, Mr. Lee said that he would not have asked to see the Secretary of State had he known that Mr. Sandys was seeing Dr. Rodrigues.
