there is a growing number of Western-educated young people, many of whom have been overseas, who are a little restive under the present un-representative system. I have heard no one suggest "advance" towards self-government, but the suggestion is that the present narrowly based Government cannot be sufficiently "with" the people and that this may be a danger.
You have no doubt continued to keep the possibility of "improving the machinery" under review since the
correspondence referred to above. We should be very glad to have your present thoughts on it.
