Extract from a letter dated 28th November from the Governor,

Hong Kong to Mr. W. I. J. Wallace.

You will know about my letter, dated the 18th, to John Martin (under this same reference), telling him about the series of discussions I have been holding on the constitutional machinery. I was aware that S. N. was working up his case for representation of the Federation of Hong Kong Industries on the Legislative Council, with the possible consequence of "who better than he to represent the Federation". Indeed he would probably like to see the Federation "represented" on Executive Council, and so neatly complete his come-back!

We have heard reports of his activities in London, particularly with Members of Parliament. He will need watching and curbing.
