(ii) the Legislative Council was to be reconstituted

with an Unofficial majority.

A Municipal Council Bill was introduced into the

Legislative Council in 1949; there was much discussion and

reform associations (including the Reform Club) came into

being. In June, 1949 the Unofficial members of the Legislative

Council carried a motion that the setting up of a Municipal

Council should be delayed until the new Legislative Council

with its Unofficial majority should have been established and

it should then deal with the question of municipal reform.

With the coming to power of the Comunist reime in Ching the

proposals for Constitutional change were dropped and the

Bill was not proceeded with. Since then the establishment

of a Municipal Council has not been raised e ein as a serious

issue.
