In regard to constitutional matters, Mr. Higham referred to Hong Kong's special position and emphasized the need for caution and the evident desirability of progress on a narrow front.

On the question of Government's financial reserves, which had been mentioned by Dr. Lee, Mr. Higham said that as far as he was aware, no strict doctrine had been laid down by Whitehall and control rested with the local Government.

Mr. Sales thanked Mr. Higham for having listened to the views of the Unofficial Members and assured him of their wholehearted support in any endeavours to advance the prosperity of Hong Kong.
