URBAN COUNCIL

HONG KONG

9th March, 1964.

Hère, at long last, is the record of the meeting which you held with unofficial members of the Urban Council on 27th January. I hope that it is all right from your point of view. I cut down your remarks a bit, but if you wish to have any alterations or additions made, please let me know.

Two copies of the photograph taken at the meeting are also enclosed, as well as a copy of the Urban Council Hansard for the meetings of 5th November and 3rd December. The November meeting was interesting because Bernacchi launched his first attack on the subject of the exclusion of the Urban Council from the New Territories. See pages 209 216.

The record of the December meeting contains the speeches of the unofficial members at the Council's annual conventional debate.

You may recall that Sales invited you to acquaint yourself with the views of the unofficials expressed on that occasion à formidable task, as by convention the unofficials are allowed, at that meeting, to raise any subjects they wish. I have marked those parts of the record of the meeting which you may find it worthwhile to glance at.. A stencilled summary of the subjects raised at the annual conventional debate is enclosed.

Perhaps I should add that Bernacchi returned to the attack on the subject of the New Territories at the March meeting of the Council last Tuesday, and again there were many supplementary questions on the matter.

The unofficials have given notice that they will move a motion at the May meeting that the membership of the Council should be increased by 2 elected and 2 appointed seats.
