I think it is now out of the question to get the new Order in Council through the meeting on the 26th March. This does not matter but the final sentence of para. 2 of the draft telegram should be deleted. I have added a form of words for use in Hong Kong appropriate to the fact that the Order in Council will not have been made at the time of the announcement, and hood to draft notype.

It is also for consideration whether Hong Kong should be asked to make it clear in the announcement that Sir David Trench has been consulted.

As regards the point at X of para. 9 of (25) I would refer you to page 8 of the Governor's letter at (112) on FED 36/400/01 Pt. C. Although the Governor at that time thought that representation of the Federation of Industries might in due course be appropriate the general feeling now is, I think, that it would be inappropriate to have further corporate representation. The private arrangement

whereby one of the present members is nominated by the J.P's and another by the General Chamber of Commerce (a mainly European body) dates of course from last century. The time may be coming when it would be better to get away from at least the latter part of the arrangement.

Part of the reason for some of the unofficials

resisting the inclusion of a Federation representative is of course mistrust of Sir Sik-Nin Chau. There however te considerable doubt whether Sir Sik-Nin would agree to come on to the Legislature when as you know he is still a bit sore about having been dropped from Executive Council.
