It is perhaps unfortunate that he will make another lawyer on Council, but I fear this must be accepted.

No one was able to suggest to me the name of any person who might make an acceptable New Territories representative. None is of sufficient stature to command acceptance from the people there, nor is there any with an adequate command of English.
14 Again, no acceptable name was forthcoming of anyone who might represent organized labour satisfactorily. The reasons are not far to seek. A right wing representative or left wing representative (if one could be found to serve) would merely reflect Taiwan or Communist opinion; and a representative from one of the few neutral unions would represent practically nobody. Nor is anyone of adequate calibre available.

The danger of left and right wing contention for leadership in the Kaifongs is bad enough already, without adding to it by appointing an active Kaifong official to the Legislative Council. Fortunately, however, in Mr. Tse Yu-chuen we have a much respected man who has been closely connected with the Kaifongs, but is no longer active in them. He will be acceptable to responsible opinion, and will be publicly regarded as having been chosen for his Kaifong associations. He is, however, getting on in years and not very strong. He is unlikely to be able to serve for more than one term, but this may not in fact be a disadvantage.

I was much attracted to the idea of putting a woman on Council, and there were two choices before me. first is Mrs. Ellen Li Shu-pui who will certainly merit consideration in the near future, but has only very recently been appointed to the Urban Council. The other possible choice was Miss Kotewall, a member of an old-established Eurasian family and a person of considerable status in the educational world. Unfortunately, she is the headmistress of a large girls school and probably could not spare the time to serve on Council. Reluctantly therefore I have come to the conclusion that I cannot choose a woman this time: but Mrs. Ellen Li will certainly be kept in mind for any vacancies that may arise.
