It all depends on what you mean by conduct. by the executive, the obvious meaning, then B does include A as well as
If on the other hand you moan any unfairness in the laws themselves.
by conduct the total work of Hong Kong's Parliament, the Legislative and Executive Councils, you are merely knocking down a ninepir when you say at A the Ombudsman is not charged to criticise that.
Only a god on
earth, a sort of Jewish Jehovah, could have such authority.
But the man
who is to be appointed, this senior ex-officer of the Hong Kong Government, himself ipso facto suspect as a former member of the executive to be criticised, must, if he is to do his job properly, be prepared to probe the Civil Service executive at every level and as and when he thinks fit, without respect of persons. To this end the Ombudsman should have power to make specific recommendations and not merely to act as a sort of high class reporter as the words of His Excellency's speech suggest.
