the distribution on partial and complete mobilization. The description of works and armament should not again be included in Table E, which should be similar in form to Table F to admit of easy comparison, and Table G of the Scheme might be omitted altogether, as it embodies no information that is not given elsewhere.
16. Page 6, et seq. (B) Distribution of Troops.-If the Division of Com- mands recommended above is adopted, the arrangements for the distribution of troops on mobilization contained in Tables D to G of the Scheme will require some modification. In the Southern District the troops shown for Lytton Battery and the right bank of the river (as section II on Table D) will remain as the garrison for "Lytton Defences," but the two outposts on the right and left banks of the river and the Reserve at Victoria Park, Brisbane, will require redistribution between the "Brisbane Field Force" and the "Offensive-Defensive Force," or Queensland Contingent to the Federal Field Force. The latter, as proposed by the Inter-Colonial Military Committee, was to consist of:-

This force might well be provided from the 2,529 of all ranks told off in Table F on p. 15 to the Southern District, and would leave, apart from the troops required for Lytton Defences, a battery of Field Artillery, four or five weak companies of mounted infantry, and the whole of the Teachers' Corps and mounted and foot police as a force for the protection of Brisbane, and to furnish the outposts to the north and south of the river.
The Townsville and Thursday Island Forces will also require some re- arrangement in accordance with the Division of Command proposed in paragraph 14 of these Remarks.
The organization of the Colonial Forces given in the Tables appears to be somewhat inconvenient. It would seem a mistake to form a mounted infantry force of 479 of all ranks into nine weak companies; moreover, the use of the word "division" for a unit composed of three such companies is misleading, as a division of mounted infantry (if such were ever formed) would be a unit of similar magnitude to a division of cavalry. The mounted infantry would be better organized as a battalion of four companies, two from Brisbane, one from Wide Bay, and one from Darling Down (vide Table A, p. 7). Again, the infantry in the Southern District comprises 41 officers and 905 privates. These are organized into two battalions of ten companies and two detached companies. It is presumed from Table A, p. 7, that it is intended to post the reserve to these cadres on mobilization, but in any case it would seem better to organize the whole into two battalions of eight companies.
17. Page 9, Table (C.).—The list of telegraph cables should follow the reference to it on p. 10, at the end of the section of the Scheme headed "(C.) Communications."
18. Page 10, 4th and 5th paragraphs.-Reference is made to the Chief of the Intelligence Department at Brisbane. No officer is detailed to this appointment in the list of Head-quarter Staff given on p. 5. It should there be laid down who is to carry out these duties.
19. Pages 10 and 11. (D.) Modes of meeting various attacks.-The arrangements under this head with regard to Brisbane and Townsville are
