"C.-Action by Supply and Transport Officer" should be sub-divided into—

(i.) Transport;

(ii.) Supplies; and

(iii) Barracks, &c.

It should be stated how and from what source the personnel, horses, mules, and carts required, first to get the troops to their assigned positious and subsequently while the station remains mobilized, will be obtained; for what duties they are to be detailed, giving the numbers allotted to each service; how they are to be accom- modated; and the expenditure involved.

With regard to supplies it should be stated what would be the nature of the rations for men and animals, how and by whom they would be provided, where and when issued, how they would be carried by the troops, where the reserves should be kept, and the total cost involved.

Under <<

Barracks, &c." the manner in which the troops will be accommodated at the various stations to which they are assigned should be detailed.

"D.-Action by Officer Commanding Artillery" may be left blank until a fixed armament is mounted for the defence of Port of Spain, when manning Tables will be required. The distribution of personnel and material should now be dealt with in Regimental Orders referred to below.

A list of the various earthworks and demolitions (if any) required in connection with the defence should be given under the heading "E.-Action by Officer in charge of Engineer Works," with Tables showing the tools and materials and working parties necessary for their execution. It should be stated how these are to be obtained, how the works are to be superintended, and how long they will take to complete.

The arrangements for ensuring proper medical treatment for the sick and wounded of the force should be detailed under "F.-Action by Medical Officer."

Under "G.-Action by Paymaster" should be shown the measures necessary to provide for any extraordinary expenditure which will have to be incurred in con- nection with the Scheme. This expenditure should be summarized under the headings of the different departments by which it will be incurred and should be divided into expenditure (1) for first mobilization, and (2) during each subsequent week that the mobilization continues.

CHAPTER IV.

12. A fourth Chapter should be added to the Scheme, with a title "Orders to Corps as to Procedure on Mobilization." It should consist of the Regimental Orders which would be issued on receipt of the notification of impending hostilities to-

(i.) The Yeomanry Cavalry.

(ii.) The Volunteer Field Artillery. (iii.) The Volunteer Light Infantry. (iv.) The Police.

CHAPTER V.

13. A fifth Chapter with title "Civil Administration" should give the Proclama- tion which will be issued by the Governor on the outbreak of hostilities to reassure the civil population and to assist the defence forces in carrying out their duties. It will also give the arrangements that may be considered necessary by the Civil Government for the management of the civil population, including those for the enrolment of extra police and special constables alluded to on p. 13 of the present Scheme. Instructions to the Railway and Telegraph Departments as to the assistance they will be called upon to give the military should be set forth as well as the arrangements to be made by the existing Fire Brigade for extinguishing fire in case of the bombardment of Port of Spain.
