According to the latest "general monthly Return of the regimental strength of the British Army" on the 1st May, 1898, the number of effective W.Os., N.C.Os. and men was up to the establishment, though there was a deficiency of officers. is pointed out in the Defence Scheme that this strength would be insufficient to man the forts, batteries, and movable armament simultaneously, as for this purpose 199 of all ranks would be required, and it cannot be assumed, owing to the unhealthiness of the station and other causes, that more than 75 per cent. of the Europeans, and 874 per cent. of the natives will be available. Elsewhere in the Scheme (p. 55) it is noted that provision is made for 15 per cent. sick and wounded. With this allowance, and calculating on the usual basis of a complete relicf for all guns except light Q.F. guns, for which two reliefs are provided, the artillery garrison required to man the approved armament of Mauritius will be as follows:-
