ill-organized forces, incapable of concerted action on an emergency. The measures they are now recommending will rectify this, and will give the Colony real value for its expenditure, and a reliable insurance against sudden danger, without entailing any great financial burden. The Colony, therefore, owes it both to itself and to the Empire to take in hand at once the reform of her military forces as a matter of first importance, and will, no doubt, appreciate the able manner in which Colonel Penton has fulfilled his duty of bringing to notice the necessity of such reform.
