The requirements of the force, as laid down by Colonel Fox in his various Reports, and on pp. 12 and 13 of the one under consideration, are generally sound, and, if followed, would do much to secure efficiency.

In the present state of affairs it appears useless for the Committee to criticise the Report in detail. They would, however, call attention to the general principles laid down in their Memorandum No. 57 M, on Colonial Defence, dated the 19th May, 1896, and to the Remarks on New Zealand Field Artillery embodied in their Memorandum No. 65 M, dated the 12th June, 1896, and they hope that the next Report received from the Colony will show a great advance in the directions indicated in these Memoranda, and in their Remarks of the 21st November, 1895, referred to above.
