6. The apparent insecurity of the colonial magazine is a matter for the consideration of the local Government. Provided, however, that it can be so completely concealed that the exact site could not be identified, the danger would be reduced to a minimum. It appears desirable, however, to consider whether the store of ammunition could not be removed to a more secure position in the event of war.

7. With regard to the request of the Governor and the Local Committee, that additional small-arms should be supplied by the Imperial Government, the Colonial Defence Committee hesitate to recommend this provision, having regard to the requirements of less prosperous colonies. The total of small- arms at present available for the defence of the Colony, consisting of 376 Snider rifles and 115 Enfields (the latter being reported in bad condition), is, however, manifestly inadequate. The Committee recommend, therefore, that the Colony should be urged to purchase 200 stand of Snider rifles, and 200 sets of accoutrements, together with 100,000 rounds of ammunition. They consider that these rifles, which would be similar to the existing arms of the police force, are well adapted to the local conditions, and they can probably be obtained at moderate cost.

If this additional provision of small-arms is made, the Colonial Defence Committee consider that the Colony of Lagos may be regarded as sufficiently secure against any probable form of attack.
