12. There is one other point touched upon in the Governor's covering letter (paragraphs 9 and 10). He considers that he can obtain the flour necessary to stock Gibraltar for a siege without drawing supplies from England. The Colonial Defence Committee consider that this is most advisable, for the reasons given by the Governor, on whom the entire responsibility for the bread supply of the Fortress would then rest. The arrangements that he would make should be referred to in the Defence Scheme.
