25. Page 70, paragraph 1.-The general plan, showing sites of proposed works, referred to in this paragraph, was not received with the Scheme. A map of the country round Halifax has been inserted to take its place. similar map should accompany the next revision, and care should be taken that it shows clearly all the places mentioned in the text. There should also be enfaced in it all the defensive arrangements which it is proposed to adopt, the sectional organization, the existing permanent and proposed improvised works of defence, the mine-fields, examination anchorage, &c.
The Committee suggest that, to assist in the preparation of the Halifax Defence Maps, a copy of those which have recently been prepared under their direction to illustrate the Singapore Defence Scheme should be sent confiden- tially to the General Officer Commanding Nova Scotia, with instructions to return them as soon as done with.
26. Page 74, lines 12 and 13.-The words "concurrence of" should be substituted for "reference to."
27. Page 76, sub-head 9 (d).—It is not thuoght advisable that the Officer in charge, Submarine Mining Defence, should be permanently located in one position at Fort Ogilvie, as proposed. He has to superintend the Submarine Mining Defence generally, and should therefore be free to go where he considers his presence is most required. His telegraphic address might be at Fort Ogilvie, and when absent from that place he should arrange for messages being sent after him.

28. Pages 76 to 78 (iii). Signalling and Telegraphy.-The arrangement of this part of the Scheme is not the clearest that might be adopted. would be best to describe, first, the existing cable, telegraph, and telephone systems, and then any additions that it will be necessary to make to them in time of war and the organization for utilizing them to the full advantage.
29. Page 76, final paragraph. Page 78, paragraph 6.-It is considered doubtful whether it is advisable to appoint a non-commissioned officer as Director of Telegraphs. At other stations an officer is appointed working directly under the Fortress Commandant and his Staff.
30. Page 79. Table F (viii).——There is a discrepancy between the columns headed respectively, "Required to be sent from England," and "Remarks." Under the latter it is stated that all the stores detailed under the former heading can be procured locally. The source of local supply should be stated.
31. Page 80, 4th paragraph.-The Committee consider that the formation of a local bearer company in connection with the militia is of great importance. In the event of attack there will not be much time to instruct men in ambulance work.
32. Pages 84, 85, 86.
Tables G (ii) and G (iv).-Every surgical haver- sack should have its proper complement, viz., a water-bottle.
33. Pages 88, 89, 90. Table H (i).-The Committee understand that the War Office is in communication with the local military authorities on the subject of a general "defence reserve" of stores embodying the many reserves now held, as shown in this Table.
34. Pages 95 to 106. Instructions to Officers Commanding.-Considerable modification will be required in this part of the Scheme in accordance with the foregoing remarks. It is thought that the modes of meeting various attacks should be briefly stated in the instructions to Section Commanders, and a short description should be given of the works to be executed by their Section Engineers.
35. Page 97. Ammunition.-It is here stated that the soldiers of the regular infantry will carry 70 rounds of service ammunition, and that the
