29. Pages 67 and 68, II.-It is not clear whether the "Special Powers for General Officer Commanding" detailed in this section already exist. If they do not, it should be stated how it is proposed that they should be conferred or assumed.
30. Page 68, III, paragraph 4.-The Colonial Defence Committee in their Remarks, dated the 31st December, 1894, on the Defence Scheme revised to January 1894, recommended the omission of this paragraph. It is pro- bably by an oversight that this omission has not been noted in the present revision.
31. The Colonial Defence Committee recommend that the next revision of the Defence Scheme should be accompanied by a map (contoured, if pos- sible) of Kingston Harbour and its vicinity, on a scale of 2 inches to a mile, prepared from the Admiralty chart, and the best information available in the Colony, and showing the defensive arrangements. A small scale map, showing the strategic conditions of the island, and all railways, roads, telegraphs, and proposed positions of look-out posts, should also be furnished.
32. Subject to the modifications suggested in the foregoing Remarks, the Colonial Defence Committee recommend that the Defence Scheme, revised to October 1895, should be approved.
