freight of the above armament, to accept any charges incurred in preparing the mountings for dispatch, and in addition to raise and maintain a volunteer or militia force 120 strong, including 35 artillerymen; and to provide the neces- sary instructors.
The Committee find that there is an existing police force 66 strong, and 35 gunners above referred to might possibly be furnished by this body.
The creation of a submarine mine defence would, in the opinion of the Colonial Defence Committee, be beyond the present power of the Colony.

In the event of the Colony accepting the small charges which these con- ditions involve, the Committee consider that any aid required in designing the necessary emplacements should be afforded, and that it would be advisable to allow an officer to visit the island to advise as to the final selection of the sites and other matters.
