manner to the localities it is intended to defend. A sounder plan would be to decide on the measures of defence that follow from the adoption of the principles of strategy enunciated in the Report of 1893 as applicable to New Zealand, and then to make provision for the necessary personnel. The first step will be the preparation of the Defence Scheme, which Colonel Fox rightly states is absolutely necessary. The Colonial Defence Committee urge most strongly that this should be undertaken without further delay.
