artillery fire from the Morne, while the water there is deeper than it is in front of Toc and Choc Bays. It must be borne in mind that it is in shallow water some distance from the shore that cables can be most easily and seriously injured.

4. In accordance with paragraph 5 of the Colonial Defence Committee's Remarks, dated the 30th May, 1894, on the Defence Scheme revised to January 1894, the Local Defence Committee now make recommendations for the establishment of look-out posts round the island.
The Colonial Defence Committee concur in these recommendations, but they suggest that in the case of the very isolated station at Pigeon Island instructions should be issued that, in the event of it being necessary to abandon it, all signalling apparatus should be removed or destroyed.
M. NATHAN, Secretary,
Colonial Defence Committee.
