prevent any accumulation of vessels in the anchorage, get them quickly into perfect safety in the harbour, and interfere as little as may be with com- mercial interests.

60. Page 142, Section (b).—The word "permit" should not be used, as it implies that a written pass is necessary instead of "permission," which can be signalled.

61. Page 142, Sections (c) and (d).-The use of the word "Committee seems inappropriate in the Defence Scheme put forward by the responsible officers of the Colony:

62. Page 142, Section (d).-The use of look-out steamers is opposed to the views of the Colonial Defence Committee, on the grounds shown at length in Colonial Office Circular of the 28th July, 1892.

63. Page 142, Section (e).-It would be better to head this section 'Police of Mine-field," and consider the work done by the launches as police duty," thus avoiding the use of the word "patrol," which is mis- leading, as implying protection from surprise by the enemy, a service which cannot be done efficiently by these launches, and is objectionable from the fact that it tends to embarrass the defence at night and mask its fire.

64. Page 144, Section (h), paragraphs 1 and 2.-"Coast Defence Volun- teers." If it is considered worth raising such a corps on mobilization, a scheme for the purpose should be worked out.

65. Page 144, Section (h), paragraph 3.-" Offers of reward for informa- tion should be made." It should be stated when, by whom, and how these offers are to be made, to whom they should be addressed, and the nature of the information required.

66. Page 146, line 16.-It is here stated that a police guard would suffice for the protection of the women and children at Tanglin. On p. 37 a guard of fifteen infantry are told off to these barracks.

67. Page 146, last paragraph.-It is noted that the formation of a per- manent fire brigade has now been completed, and it is presumed that instructions to the Superintendent with regard to localizing fires by means of explosives will be embodied in the next revision of the Defence Scheme.
