38. Page 89, lines 8 and 9.—It is not clear where the stores for Project No. 20 are to be obtained from.

39. Page 89, Project No. 20.-The instructions under this heading seem to require better arrangement. As expressed, they are difficult to under- stand.

40. Pages 91 and 92.-The first paragraph under the heading "Booms" is unintelligible, and much under this heading appears to be unnecessary repetition.

41. Page 91, "Booms." -It is not explained how men and stores are to be provided for carrying out the boom defence.

42. Page 91.-Method of making boom between Passir Panjang and Siloso. It is not clear why the hawsers are to be raised towards Siloso to allow torpedo-boats to pass between the tongkangs and the shore, unless as a temporary measure. If this is the case, the method of raising and lowering the hawsers should be described.

43. Page 93, line 32.-"The present staff of Europeans is too few to carry out the defence under service conditions." This remark is not under- stood. If it is meant that with the number of Europeans that are or can locally be made available the mines cannot be laid out in three days the Table on p. 92 is misleading, and should be altered to show what actually can be done under present conditions. If it is meant that it ought to be possible to lay out the mines in less than three days, a representation to this effect should have been made in the covering remarks of the Local Committee.

44. Page 93.--The Return of boats required for submarine defences gives three steam-launches in addition to the establishment (see paragraph 18 of these remarks). It should be noted against this Return of boats that they will be provided by D.A.A.G. (B).

45. Pages 94, 95, and 96.-It is not clear who the signallers on the islands and on Johore Hill are to be, or who they are to be under. They are presumably civilians, as they do not appear as army signallers in the Table on p. 36, nor as garrison employed men in the Table on p. 37. No reference, however, is made to engaging civilians for these duties.

It would appear from the reference to them in the Table of launches on p. 42, and from the reference to the signalmen on Johore Hill on p. 54, that they are under the Master Attendant, but in this case their instructions should not follow those to the telephone operators in the section of the scheme dealing with "action by the C.R.E.”

46. Plate facing page 94.-The numeral III is shown represented by a white flag. It is undesirable to use a white flag for signalling purposes.

47. Pages 96, 97, and 98.—The distribution of the medical staff and corps on these pages, both before and after the arrival of the Penang detachment, are very different from that given in the distribution Tables on pp. 23 to 26.

48. Pages 98, 99, and 100.--The medical scheme does not appear to be very conveniently arranged. The items of information which it was suggested in paragraph 17 of the Colonial Defence Committee's Memorandum of the 3rd May, 1893, should be embodied in this scheme, were not intended as headings for it. It would probably be more satisfactory to arrange the bulk of the information under the headings-

Dressing Stations.

Field Hospital.

Line of Communication Hospital.

Base Hospital.

Additional Accommodation, Equipment and Personnel required. Sick Transport.

Tables should be given for the additional equipment to be requisitioned,

and this information should also appear on Form (A), p. 103.

49. Page 106, lines 7 and 8.-"Should the local banks require to place their treasure for security at Fort Canning, &c." On p. 146, lines 18 to 21, it is distinctly stated that the local banks would require this.

The remarks with reference to payment of coolies on p. 88 would more conveniently be placed on p. 106, under the heading of “Action by District Paymaster.
