Defence Scheme as revised to September 1894.

Remarks by the Colonial Defence Committee.

THE Colonial Defence Committee have not thought it necessary to reprint the Defence Scheme of Natal as modified by the alterations com- municated in the Governor's despatch of the 10th January, 1895. They suggest that in future at each annual revision the Local Committee should submit the Scheme complete as a whole with any requisite alterations actually embodied in it, and not content themselves with merely furnishing a list of alterations.

In the present case, the Committee have little to add to their remarks of April 1894 on the Report of the Local Joint Naval and Military Committee and their remarks of May 1893 to paragraph 7 and latter part of paragraph 6, of which they again invite attention.

They consider that no useful purpose would be served by arming the two Government tugs with machine-guns as proposed, and that these guns would be more usefully employed on shore.

They observe with satisfaction that the full complement of 200 rounds of ammunition has been provided for each of the 6-inch B.L. guns.
