accumulation of vessels outside the port must be prevented. At both places a search- light should, it is suggested, be provided to expose approaching vessels, observe the treatment of the boarding officer, and facilitate his action. Also a few machine-guns on travelling carriages would be a desirable addition, which could be run down the breakwater in the event of a close attack by boats.

ADDENDUM.

The use throughout the Report of the word "permit," which implies a written for permission which can be signalled, is open to objection. It is suggested that a more appropriate term should be adopted.
