11. In the Royal Engineer portion of the Scheme the part dealing with "Works" should be treated in greater detail. The points to be considered are given in paragraph 14 of Memorandum No. 46 of the Colonial Defence Committee. The Tables of daily work should be based on the labour available, whether obtained from military or civil sources or by utilizing convicts, and the Scheme should show clearly how the estimated labour is to be obtained.

12. Many of the details contained in the General Order on p. 31 would be more conveniently placed in a new chapter, entitled " Orders to Corps as to Procedure on Mobilization," which should be prepared in accordance with paragraph 21 of Memorandum No. 46 of the Colonial Defence Committee. These orders, when drawn up, should be in the hands of Officers Commanding Corps, who will thus be acquainted in peace-time with the details relating to their duties in war. They should include the number of officers and men the corps is required to keep under arms, where it is to be quartered, and how it is to be distributed, its head-quarters, the number of rounds of ammunition to be drawn, the arrangements made for issuing this ammunition and other necessary stores, how the corps is to proceed to its post, the head-quarters of the local Commandant, &c. In fact, each corps should have sufficient information to enable it to arrive at its station and draw its equipment without further reference to head-quarters.

13. Page 32. With regard to paragraph 11, “ Signalling," a Table should be prepared for the guidance of the Brigade Signalling Officer showing the signal stations to be established, the personnel and stores required for each, and how they are to be obtained.

14. Page 37-Action by C.R.A.-The nomenclature and system of artillery supervision will require modification when the new Regulations on this subject are issued.

It would appear desirable to provide gun captains and layers from the regulars for the heavy guns told off to be manned by Volunteers.

15. Medical Arrangements, p. 47.--In addition to the Tables already given in the Scheme, the arrangements for equipping the base hospital at Wynberg should be given in detail. With regard to the hospital at Wood- stock (see p. 48), the buildings to which it is to be transferred should be selected beforehand, and the necessary arrangements worked out.

16. The Table at p. 54 discloses a large deficiency of R.M.L. ammunition, but the Committee are informed that a supply to complete all R.M.L. guns to the authorized 200 rounds was dispatched to the station in December last.

17. The Table on p. 55 dealing with Ordnance Store issues does not contain any suggestions as to how the deficiencies are to be met. Presumably a large portion, at all events, of the additional articles required could be procured from local sources. Similarly, it should be considered how the Senior Ordnance Store Officer is to procure the tools required for engineer works.

It will probably be found advisable to provide sectional reserves of small- arms ammunition in all the sections, as it is supposed that the seventy rounds mentioned on p. 57 are intended for the first issue to the troops.

18. The instructions to Commanding Officers in Chapter IV should be drawn up in greater detail. The points which require attention are alluded to in paragraph 20 of Memorandum No. 46 of the Colonial Defence Com- mittee, but the object to be aimed at is to make these instructions complete in themselves, and they should contain all the information necessary to enable the Officer Commanding a section to carry out the provisions of the Defence Scheme.

19. Some further consideration should be given to the civil portion of the Scheme in Chapter V. Some of the points alluded to in paragraph 22 of Memorandum No.46 of the Colonial Defence Committee appear to have

been overlooked.

20. A few discrepancies have been noticed; these are as follows:- Table (L), p. 49. Only eight officers of the Army Medical Staff are detailed, but, according to p. 25, ten are available.

The section of a bearer company for Section I has not been included in the column "Bearer Company, Volunteer Medical Staff Corps."
