28. Civil Administration, page 107.-It is desirable that the requisite Pro- clamations should be actually drafted and attached to the Scheme, as has been done in the case of other stations. Also in para. 3, p. 108, the embargo should embrace all coal ships as well as grain ships in port, and it should be understood that all stocks of coal belonging to private firms will be taken possession of on behalf of Government, being paid for by bills on England. An Order in Council, empowering the Governor to take action as described in para. 3, has been already approved by the Colonial Office and War Office, and only awaits the completion of a corresponding Order in Council for Gibraltar, in case some of the provisions of the latter may be usefully incorporated in that for Malta.
