Committee that probably there are few fortified British ports at which local look-out vessels would be less useful than at Gibraltar. Judging from the experience of the Navy, such vessels, in dark nights or thick weather, will rarely, if ever, be able to give even a short notice of an enemy's approach, and in clear weather, the area of water overlooked from them will be much smaller than that which can be overlooked from even moderate heights on shore. Moreover, it may be taken as certain that no torpedo-boats belonging to the Navy will be stationed at Gibraltar under the orders of the General Officer Commanding for look-out purposes.
The Committee recommend that the above remarks should be forwarded to the General Officer Commanding for consideration at the next revision of the Scheme, which will now shortly be due.
