The coal trade, which it is of importance to foster, is worked by labourers who reside in Spanish territory at Linea, and their employment does not entail any addition to the resident civil population.
In the opinion of the Committee, a trial should be given to both measures. Gibraltar is held primarily as a fortress to serve as a naval base and coaling station, and no other considerations should be permitted to interfere with its efficiency as such.
