It appears from the Report of the local Committee that the cable landings at Macquerisse Bay could be easily defended, and it is therefore for consideration what local measures could be adopted for the purpose.
2. The distribution of the available local force and their head-quarters should be stated.
3. The estimate of the time and labour required to place St. James' Barracks in a state of defence (as suggested in section 13) should be provided.
4. Plans for the proposed works to contain guns of position should be prepared, and estimates framed of the time and labour required to construct them unless means are found in the Colony to make these works at once, as suggested in section 15.
