India, that the latter consider that the operations are

not likely to entail a commitment larger than two

brigades.

Moreover they consider it a "matter of the

utmost importance to stabilise the situation during the

remaining months of the cold weather, to ensure that

disorders do not spread to the north, and to apply the

necessary forces before we are faced with larger

commitments". In view of this strong expression of

opinion by the Government of India, we recommend that

authority for the operations outlined in paragraph 2

should be accorded, and the consequential risks to our

total war effort should be accepted.
