SUPREME WAR COUNCIL: AGENDA.

MEMORANDUM.

The War Cabinet, at the Meeting, on the 13th March,*

agreed:-

"That a meeting of the Supreme War Council should

be held in the near future and invited the Secretary of State for Foreign Affairs and the Service Ministers to put forward suggestions as to matters which should be discussed at the Council."

We understand that it is possible that a meeting of the Supreme War Council may be convened within the next few days and we have therefore thought it right to submit our views to the War Cabinet as to the items which we thisumitur be included on the Agenda.

Item 1. MAJOR STRATEGY OF THE WAR.

An appreciation of the strategical siguation is now in course of preparation and will be co-ordinated with the French High Command through the medium of the Allied Military Committee before it is submitted to the War Cabinet. It will not be possible, however, to complete this appreciation at a very early date.

Even if this subject is excluded from the Agenda of the Supreme War Council it is probable that the French will wish to raise the question of our military policy in some form or another and they may put forward a number of projets which will not be related to our general military policy. In these circumstances we propose, subject to the concurrence of the War Cabinet, to prepare a brief review of the situation which may be of assistance to Ministers in their discussions with the French.
