A document containing a summary of events covering

a period of one month must necessarily assume considerable

proportions.

In such a form it will not, we suggest, be

suitable for Ministers who have little time to devote

to its study,

There are, however, other objections to the

submission of this document monthly. Firstly, experience

of war has shown that it is desirable to collect and

disseminate intelligence and information in weekly periods.

Operational and intelligence reports covering longer

periods are found to have little value, except for

record purposes.

Secondly, as the War Cabinet are aware, the

circulation of the Chiefs of Staff's weekly resume was

extended beyond the War Cabinet to the following:-

a) His Majesty the King.

b

Ministers outside the War Cabinet.

Governors General and Prime Ministers in

the Dominions.

The United Kingdom representative to Eire.

(d) Colonial Governors.

This decision was made in order that His Majesty

the King and the above-named should have advance and

authoritative information concerning current events.

Unless the resume is produced at least on a weekly

basis it will be of little value for this purpose since

the majority of its contents will be out of date and will

have been published in the press.

For these reasons we submit that we should revert

to the original procedure and present the Resume of the

Naval, Military and Air Situation in weekly form.
