On the 4th March, the Chiefs of Staff instructed
"to put up proposals for increasing and/or re-
organising the existing Joint Planning Organisation, with a view to ensuring that long term planning can proceed uninterrupted? and with due regard to the necessity for collaboration with the French".
We have examined this question, and in the light of our experience during these first months of war, we consider that the Joint Planning Sub-Committee should be reinforced by three Staff Officers on an equal footing to the three junior Staff Officers now employed on the

The best form of organisation to co-ordinate plans with the French is a more difficult problem, Whatever we should like more time to consider it. decision may be reached in connection with the collaboration of plans with the French, we are convinced that reinforcement of the Joint Planning Sub-Committee is now necessary, and we, therefore, seek authority for the appointment of the three Staff Officers referred to above for thwith.
A separate report on collaboration in planning with the French will be submitted in due course.
