Recommendation.
11.
For these reasons we do not advocate the opening
up of military conversations with Iran at present and
recommend that, at least, we await a more definite and
official request from the Shah.
12.
Finally we point out that in this report we
have only dealt with the two specific questions which
were remitted to us by the Var Cabinet on 7th February
(vide paragraph 1). We are in the course of preparing
a report on the much wider aspects of hostilities with
Russia i. e. the action which the allies might take

against Russia and the action which Russia might take
against the allies.
