Memorandum by the Chief of the Imperial General Staff.
1.
In accordance with the instructions issued to them in the telegrams annexed to Papers Nos, C.0.S. (39) 173 and C.0.S. (40) 203, the three Commanders-in-Chief in the Middle East have examined plans, in consultation with General Weygand, for giving assistance to Turkey. The Commander-in-Chief, Middle East, has now telegraphed that the result of these discussions has been embodied in an agreed report to the Turkish General Staff, the gist of which is given in the telegram (No. 7162 dated 11th February) at Annex 1.
2. In a further telegram (No. 7221 dated 18th February) the Commander-in-Chief, Middle East, asked for guidance in discussing with the Turks the financial implications of the work needed on aerodromes, ports, and communications to make them adequate for the needs of the Anglo-French forces. So far as the Army is affected, a very rough estimate of costs is:-
Provision of piers and improvement of facilities at Kilia and Gelibolu.....

Edirne, allowing for the Turks providing free labour...
