Note by the Joint Planning Sub-Committee submitting a draft report for the Chiefs of Staff,

On 7th February thear Cabinet asked the Chiefs

of Staff:-

(a)

To review our report on the vulnerability

of Russian oil supplies (Paper No. C.0.S. (39) 142) in the light of Tehran telegram No. 29, and -

(b) To consider what action should be taken to

follow up the suggestions made by the Iranian inister in Telegram No.29.

We submit the attached draft report in accordance

with the above terms of reference.
