Copy of a telegram No. 63650, dated 13th January, 1940, from the War office to the G.O.C., Hong Kong.

C.Q.S. have under consideration the question of the increase of your reserves over 90 days to a possible maximum of 180. Present policy for defence remains unchanged. You can assume that coast defences remain as at present, defences are built up to 32 Heavy 30 Light guns, mobile artillery as in your defence report, infantry remains at four battalions. In order to reach conclusion they require information on the following points. First is storage on island practicable for 180 days, Second if not what increase on 90 days can you hold. Third how long would it take (a) to prepare plans and estimates for any extra buildings you consider necessary (b) Estimated time to complete

Four th such buildings after receipt of authority to start. what delay to 90 days scheme will be caused by adoption of 180 days scheme or any intermediate number of days. Governor about question of civil population with special reference to food supply. Could arrangements be made to store food on island for them and for anticipated Chinese
