CAMOUFLAGE ORGANISATION.

Memorandum by the Vice Chief of the Imperial

General Staff.

The technical organisation of camouflage, i.e., the means whereby the technical applications of camouflage to various types of installation are worked out, is centred in the Directorate of Camouflage under the Ministry of Home Security The Services have similar organisations and training establishments concerned in the application of camouflage to their own particular requirements.

The Ministry of Supply is responsible for the provision of material.

A Camouflage Committee has been set up under the Director of Camouflage (Ministry of Home Security) to co- ordinate all technical developments. On it are represented the Services and the departments interested.

An additional link, however, is required for the following reasons:

(i) to ensure camouflage projects being co-ordinated

in relation to other methods of Air Defence.

(ii) to give decisions on matters of operational policy.

For instance, it has been suggested that the camouflage of installations at home should be designed with a view to concealment under moon- light as opposed to daylight conditions;

(iii) to determine the allocation of available resou ces

in material and manpower in the light of operational requirements during the changing phases of the campaign.

The Chiefs of Staff Anti-Aircraft Committee is concerned with the co-ordination of air defence projects and has the appropriate departmental representation.

It is suggested that this Committee is the organisation most suited to deal with the operational policy and fulfil the duties outlined above,

It should be empowered to refer technical problems to the Technical Camouflage Committee under the Ministry of Home Security.
