THAILAND FRONTIER POLICY

Note by the Secretary.

In reply to the telegram (Annex I) the Burma Office have prepared, in consultation with the Foreign office, a draft Annex II) to the Governor of Burma. They have asked that' the Chiefs of Staff will consider this draft reply.

TELEGRAM DATED 20TH DECEMBER FROM GOVERNOR OF BURMA TO BURMA OFFICE

Your Telegram No. 2425 December 18th. Situation on our frontiers is that Thai troops are acting as frontier guards and Japanese are collecting (? lashkar of) them. In order to obtain information Japanese movements we must penetrate Thai screen which means attacking Thais. Presume no objection to instructing troops to treat as hostile all bodies which prevent our forces from obtaining information.
