It is suggested that suitable terms of reference

for the Committee would be as follows:-

To place before the Chiefs of Staff agreed and

co-ordinated proposals setting out the Air Requirements for Combined Operations.

In formulating these proposals regard is to be

paid not only to their desirability from the Combined Operations aspect but also that they conform to our main strategy and are practicable from the supply point of view."

The Chiefs of Staff are asked to approve the formation of this Committee as a matter of urgency since the direction of Development and Training for Combined Operations is largely dependent on an authoritative definition of air policy.
