We are satisfied that if the existing guards are adequately equipped they would form a satisfactory defence against the type of attack envisaged. At present their weapon strongth is low as on an average only five out of every twelve men in the Home Guard detachments are armed.
8. As an immediate measure we have arranged for a supply of T.M.C's. to the extent necessary to meet requirements at the three installations referred to in paragraph 6. The Commander- in-Chief, Home Forces, is considering, as a matter of urgency, how far the policy of providing T.M.C's. for Home Guards can be implemented at other major installations, due regard being paid to the relative claims of other vulnerable points; the object being to complete the equipment of Home Guard detachments at oil installations vulnerable to attack by parachute troops wherever possible.

Apart from those measures we are of the opinion that the defence of installations would be considerably enhanced by :-
(a) the provision of Lit A. F. V's so as to give increased
mobility to the guards.

(b) the provision of double wire fences around the
installation, mining being carried out between the two fences where suitable.
With regard to (b) we understand that while the mines can be made Arcilable the provision and erection of the wire fences is the
ponsibility of the Petroleum Department.
10.
We recommend that the Chiefs of Staff :
(a) Approve the arrangements and policy as outlined in
paragraph 8.
(b) Invite the Commander-in-Chief, Home Forces, to consider
giving priority to the provision of Light A, F. V's at i
oil installations if and when these vehicles be some available for Home Guard units.
(c) Invite the attention of the Petroleum Department to the
importance attached to the provision of double wire fences crested around the perimeter of oil installations.
