5. I would, therefore, propose that the Air Staff requirements should be re-calculated on the assumption that our sustained offensive will not utilise more than 20 25% of our total bomber effort, No alteration is suggested in our requirements for gas spray, which are already calculated on a comparatively low basis, I have already warned the Ministry of Supply of my intention to raise this question with the Chiefs of Staff, and they are including the alternative figures in their report.
