nominate Paymaster Commander N.T.P. Cooper as my secretary, if approval is given. An R.N.V.R. Lieutenant is proposed as my Flag Lieutenant for visits of inspection to my ever growing command. He already has a full time job with the planning staff when I am in London.

In view of the large amount of naval administrative work involved, and the fact that no civilians (beyond 4 girl typists and 4 girl clerks) are employed, I request that approval may be given for a suitable staff of W.R.N, S. to be allocated; as is the case with the office of Flag Officer, Submarines, in North London. The Director W.R.N.S. is prepared to provide the necessary staff. If this is approved, it is considered that one or two A.T.S, and W‚Á‚A.F.S. should be included to serve the Military and RoboFo officers on my staff.
NET INCREASE OF STAFF.

After shifting round the duties of some of the existing staff, the following additional officers will be required to implement Annex I, apart from the naval loan pool and personal staff:-
1 Captain R. N., 1 Commander R.N. (Retired) (one can be spared from the Ministry of Information without relief), 1 Commander (S) R.N., 1 Naval Intelligence Officer,
1 Security Officer of any Service, 1 Constructor Commander (agreed to by D.N.C.), 1 Colonel R. M., 3 Majors 2nd Grade, 1 Wing Commander (Intelligence).

It has been represented to me that all three Services would appreciate a brief explanation of the Combined Operations Organisation and I therefore attach a draft (Annex II) which I suggest should be published in confidential orders of the three Services,
91s Consequent on all the above, I submit a redraft (Annex III) of my directive, but am not now asking that paragraph 1 should be changed; and this will still read "You are appointed Adviser on Combined Operations (Short title Commodore (C).)."
