It is our aim to preserve the continuity of our supplies to North Russia, and it is felt that congestion in the Russian ports and/or immobilization of a block of shipping is a very real threat and may reduce seriously our aid to Russia.
8.
It is considered most unwise to rely on Russian estimates of the ice conditions and state of the White Sea ports, but rather to rely on the opinion of our own representatives on the spot.
9.
On the 19th November we instructed the S.B.N.0. North Russia, and the S.B.N.O., Archangel, as follows:-
11 If it can be foreseen that Archangel will be unable to handle all ships simultaneously in any one convoy, either through congestion in the port or limitations of ice-breakers, the Russians should be pressed for the balance of the ships to be discharged at Murmansk
or for alternate convoys to be diverted to Murmansk as proposed in your signal of the 17th November!
