Note by Secretary.

In a minute addressed to General Ismay dated

18th November, the Prime Minister expressed the view that the present Camouflage Organisation needed looking in to, simplifying and strengthening.

this, of the 21st November (0.0.s.(41) 694) was received. had reached á slightly different conclusion as to the best way of dealing with camouflage questions, which, I think, I should bring to the notice of the Vice Chiefs of Staff.

As stated in V.C.I.G.S.' paper, the Camouflage Committee, set up under the Directorate of Camouflage (Ministry of Home Security) on which are represented the Services and other Departments interested, co-ordinates all

echnical developments.

This is all right as far as it goes, but the Camouflage Committee clearly need a guide as to policy.

It is open to question whether the Chiefs of Staff (A.A.) Sub Committee is of a sufficiently high level to make major decisions on policy.

It is, therefore, suggested:-

(a) That the Home Defence Committee should assume

responsibility for dealing with camouflage questions generally and in particular give decisions on major policy and determine the allocation of available resources, material and man-power.

(b) That the C.0.5.(A.A.) Sub Committee should

be responsible to the Home Defence Committee for relating camouflage projects to other methods of air defence.

The above arrangements are similar to those made in connection with smoke questions which have worked satisfactorily.
