WAR CABINET.

CHIEFS OF STAFF COMMITTEE.

INVASION.

Copy of a letter dated 14th February, 1941 from

Mr. Norman Brook to the Secretary.

As you know, the War Cabinet have invited the Lord President to examine our Civil Defence arrangements in the event of invasion, with particular reference to the co- ordination of civil and military plans.

One of the main points which the Lord President is looking into is the publicity plan for getting the public keyed up to a proper state of preparedness. This publicity should be cumulative, and should be planned to build up to a final date when invasion may be expected. It is important, therefore, that the Lord President should know to what date the plan should be related.

I understand that the Vice Chiefs of Staff are at present holding a review of the preparations on the military side and, amongst other matters, will be considering what is the best assumption that can be made about the date to which we all ought to plan. The Lord President would be grateful if the Vice Chiefs of Staff would let him have, as soon as possible, the best estimate they can make of the date to which these plans should be related.
