Since writing my letter yesterday to you about the bombing of the Roumanian oilfields, the following telegrams have come in from Hoare which elaborate further his argument that if there is to be any bombing it should be against stocks and comunications, etc., rather than against the oil wells themselves.

As to bringing home Berthoud - the oil expert attached to the Bucharest Legation - our original idea had been to keep him in Turkey, where he would be best placed to continue to supply information about the German oil position and where the Treasury might also be able to use him. But in view of recent developments we shall be glad to know whether the Defence Committee, and in particular the Chief of the Air Staff, would like Berthoud to come home at once to r port and advise.

Though matter is in many respects outside my province I feel bound to urge that from local point of view it is of great importance to take come action here fairly soon after 14th February. If for political reasons it is not considered possible to take air action against German targets in Roumania, at any rate until German troops in uniform have entered Bulgaria, I suggest that leaflets be dropped warming the population that the entry of German troops into Bulgaria will certainly be the signal for a British attack on German communications and German supplies wherever we can reach them, if such attack does not take lace sooner.
