In the case of Jamaica, United States forces will not be in any great preponderence. The island is of strategic value to us as a subsidiary defended naval base and we maintain a regular garrison there. We should therefore
prefer that the single military commander be British.

In Newfoundland there are special consider- ations arising, both political and strategic. have resulted in the acceptance by Canada of certain defence responsibilities at the present time (in aduition to those falling upon the United Kingdom and Newfoundland) and the British garrison at present is mainly Canadian. In the circumstances it is considered that the single military commander in Newfoundland should be Canadian.
