On the assumption that the appointment referred

to in (b) is made, it was recommended that the appointment of a representative of Commander-in-Chief status in command of all British forces in the Islands concerned and British Guiana would be appropriate.

That a Joint Commission consisting of the two

Commanders-in-Chief with the necessary

naval, military and air staff or similar advisory body should be appointed to examine defence problems on the spot with the minimum delay.

Any defence questions arising in the

transitional stage to be settled by mutual agreement locally, with reference if necessary to the two commanders-in-

Chicf.
